Luke Messer
SVP Strategy and Corporate Affairs, General Counsel
Guided by the principle “Make a Difference,” Luke Messer serves on Prolific’s leadership team as Senior Vice President of Corporate Affairs and General Counsel. He oversees legal matters and leads government relations and public affairs for Prolific and its anchor agency, JDA Worldwide. Since joining Prolific in May 2025, Luke has been a key contributor to strategic planning, business development, and a landmark collaboration linking Prolific, the State of Indiana, and the Israeli tech community.
With more than thirty years of leadership experience across the public, private, and nonprofit sectors, Luke previously served three terms in the U.S. House of Representatives and two terms in the Indiana legislature. His background also includes senior roles in law firms, private industry and nonprofit leadership. He currently serves as a Principal at Bose Public Affairs and as a Commissioner on the Ports of Indiana Commission.
Luke holds a law degree from Vanderbilt University Law School and a bachelor’s degree from Wabash College (summa cum laude, Phi Beta Kappa). He and his wife Jennifer are parents of three adult children, co-authors of a children’s book about Indiana entitled Hoosier Heart, and proud owners of three dogs.
